London, April 1. Japan has made direct representations to St. Petersburg against the Manchurian Convention.
Japanese opinion vehemently supports the Cabinet.
The latter is acting prudently and pacifically, but is impressed with the national enthusiasm, which would be uncontrollable if there was any undue yielding to Russia on the part of the Government.
The Seoul-Fusan railway loan was covered many times at Tokio.
