The St. Petersburg newspaper Novoe Vreraya states that the Corean Ministers of Justice and the Interior have been banished for conspiracy.
It was intended to dynamite the official quarters of the Russian Resident at Seoul, with the object of provoking the advent of foreign troops to protect the fresh ministry.
The plot failed owing to discord between the conspiring Ministers.
Advices from Yokohama.state that three officers of the Japanese headquarters staff are going to Seoul to investigate the matter..
The newspapers at Tokio state that Japan is adopting a strong policy, and unusual activity prevails in the
arsenals
