During the debate on the naval expenditure, the Agrarian party m iho Reichstag suggested that Britain's recent seizures of German steamers m South African waters were prejonceried between the two Governments with a view to helping the German authorities to pass their Navy Increase Bill. The Conservatives showed unwillingness to allow the Bill to be rushed through. London, February 9. The Berlin correspondent of The Times says that, judging from the press campaign against France, it is possible that Count Von Bulow, the German Foreign Minister, is preparing to stimulate the Reichstag to pass the Navy Increase Bill, by solemnly announcing that a grave European situation has arisen.
