The Berlin correspondent of The Times says that, judging from the press campaign against France, it is possible that Count Von Bulow, the German Foreign Minister, is preparing to stimulate the Reichstag to pass the Navy Increase Bill, by solemnly announcing that a grave European situation has arisen.
