He is full of admiration for the work of the London County Council, some of which he describes for the encouragement of the citizens of New York, Incidentally ha tells of what has been done m the direotion of model dwelling?. Ha says : "As nearly aB can be ascertained, the total capital invested by these companies is £4,904,345, or about 24.600,000 dollars. A scarcely less astonishing fact is that more than 60,000 persons are housed m the improved dwellings which this oapital represents, More than 8000 persons live m model houeea already built by the County Council, and 4700 will be provided for m the new Bethnal Green and Shoreditoh buildings. Thus, m all, over 67,000 people of the poorest class will have been famished with sanitary and comfortable homes, and surrounded by many attendant good influences m London before two years have passed. What effect tbe dwellings already erected have bad on the life and death of their inhabitants is bat imperfeotly recorded. One compft^, however, reports that the death rate last year was 13 4 per 1000 m its buildingß, against 21 sin the city ; and that tbe birth rate of its bu ldinga was 33-8 per 1000, agaiagj^ft for tbe city.
