It is proposed that where more than two are/carried they must be m charge of/a responsible foreman with one assistant foe every 25 beasts. The foreman must have a certificate that he is properly trained m rearing and feeding cattle. No cattle over five years old are to be shipped, and all wild cattle are to have at least one week's handling before being placed on board ship. If the Board of Trade approves of the rules they will be submitted to the Colonial G&rernments.
