In the House of Commons to-day, Mr J. H. Dalziel'a amendment opposing the Irißh Legislative Council was rejected by a majority of 63. In the courso of too disouision Mr Gladstone stated that a second Chamber was tho universal practice m tha civilised world, and acted as a check on the first Chamber. He asserted it was essential to protect a looal minority. Mr Balfour dealared that tha Chamber as proposed was a ludiorous sham. Mr Chamberlain condemned any attempt at composition, A NEW CLAUSE ACCEPTED. Received August 17, noon, London, August 16. The House of Commons accepted a new clause m the Home Rule Bill, proposed by Mr Morlsy, Chief Secretary for Ireland, prohibiting the Irish Legislature authorising the carrying or using of arms for military purposes or the formation of societies to practice the use of arms.
