+ [special to express.] Wellington, July 27. Mr Mills spoke for nearly two hours last night m the Financial Debate, warmly supporting the Government policy. He advooated an increase m Minister* salaries, and said if the Government withdrew tubsidies to loe&l bodies they would have to take over main roads. The speech had been carefully thought out, and was one of the moßt sensible that has been delivered during the debate. A pleasant feature was the entire absence of personalities so frequently indulged m by previous speakers.
