A LABOR VICTORY.

Brussels, April 19. The Chamber of Representatives by 119 to 114 approved of a proposal to confer plural votes on persons taxed for property as counterpoise to universal suffrage. Labour aocepts the decision as an instalment of their demands, and have directed to rasuma work. They intend, however, to continue the agitation for tho abolition of plural voting.
