The Standard asserts that Mr Goschen has waived his claims to the leadership of the House of Commons m succession to the late Mr W. H. Smith, and that it has been arranged that Mr A. J. Balfour takes the. position. The Hon. W. L. Jackson, Financial Secretary to the Treasury, succeeds Mr Balfour. Mr Goschen, speaking at Cambridgde, said it was natural that Unionists should wish the leadership to fall on Mr Balfour, and he warned Mr Gladstone that unless a plain issue on the question of Home Rule was submitted a fresh appeal was inevitable,
