■- ■■» ■ THE NEW BILL. (united press association.) t : London, June 9. In the House of Commons to-day, Sir W. Hart Dyke, M.P. for Dartford, introduced a Bill providing for an extra capitation grant of ten shillings on all children between" the age of Sand 14 years on the average attendance at elementary schools, the effect of which will be to give absolutely free education to two thirds of England and Wales. The Bill was well received, and will probably be read a second time and then shelved until next session.
