I [USITED PBESS ASSOCIATION.] Wellington, April 28. The Premier, replying to Mr Dathie, ! President of the Chamber of Commerce, m reference to bills of lading, states that Government are advised that the power vested m the Legislature by the Constitution Act does not admit of legislation affecting or making of contraots beyond the limits of the Colony, therefore the Government cannot undertake to give effect to the wishes of the Chamber, but will represent the position to the Imperial* Government, requesting legislation m the direction indicated.
