PRESIDENT HARRISON'S DECISION.
REPRESENTATIONS AT ROME. [UNITED PBEBB ASSOCIATION.] Washington, April 4. President Harrison considers that the lynching at New Orleans is an offence against both the Federal and the State Governments, inasmuch as it is m defiance to treaties under which foreigners are protected. It is reported tbat the Government has formally demanded that the State of Louisania should at once arrest those connected with the lynching of the Sicilians, and have them tried by the Federal Court. The feeling is prevalent m New Orleans that the State Government must resist any infringement of their sovereign rights. The leaders of the lynching party express their willingness to plead guilty to the charge provided they receive only a nominal sentence. The United States Minister at Rome has communicated with the Italian Government, and on behalf of his Government promised reparation will be made for the lynching of the Sicilians, but that time is required to give effect to the determination of Government. Signor Rudini the Italian Premier is reported to be satisfied with this decision.
