HOME AND_FOKEIGN. By Electric Telegraph—Copyright AN EMIGRANTS' AID SOCIETY. CRITICAL CONDITION OF LORD LYONS. (special to united press association.) London, Dec. 1. It is,proposed to start an Emigrants' Aid Society with a capital of a million, with a view to Bettle 10,000 people on a large fcract of country m Western Australia. The Society is to bear the expenses of passage and settlement, the emigrants gradually repaying the amounts advanced. Island Block Goldmining Company of New Zealand, with a capital of £60,000 is being formed. L )rd Lyons is much worse, and his condition is very critical.
