A torchlight was projected, to proceed to a meeting summoned at Rotherhithe on Monday, but Sir Charles Warren, Commissioner of the Metropolitan Police, has issued an order prohibiting the procession. A protest has been made by the leaders of the unemployed against the proclamation of Sir Oharlea Warren, on the ground that it infringes the right of free speech, A large force of military has received instructions to be m readiness should their services be required to enforce order, ■ • . •
