Mr COWAN thought that m view of the construction of the Midland Railway aaoh restriction was neoessnry. Mr FERGUS had never heard any outcry for such a bill. STOUT Baid he had made no accusation against Mr Fergus. • . ■ The latter asked if an untrue statement was made, he was not at liberty lo deny it. . The SPEAKER said language must not be used offensive to the House or htm* self, and insisted on Mr Fergus withdraw* ing the expression, which he did. ' - Col. TRIMBLE said a coach and Bit could be easily driven through the proposed Bill. Sir G. GRE V said complaints had been made to him of the evils of the tiucl: system, but the Bill would not relieve them. He thought it might be amended m Committee, and proceeeded to refer to something said m a former debate this session, and was called to order. Sir G. GREY said he Was referring to fact and the Speaker hid down his ru)iti£ on the subject. Sir (J. Grey insisting, the Speaker said he would not be trifled with, upon which Sir G. Grey said Itn would have to sit down, and did so. The amendment was then negatived and the Bill read a second time without further opposition. ■JJIE COT,ONJAI. TNJHAN EXHIBITION. Sir J. Yogel announced that the Government had received a cable, regarding the exhibition, which Raid a meeting of Commissioners hail been held at which a resolution was paasul, that the aspersions of the New Zealand Court were utterly unjustifiable and unfair, the -^ court being most attractive and repreaentative so far as the exhibits admitted. Mr PEARSON moved that contributions for hospital and chtritable aid should be raised by tax on property without; any exemptions, the Government to collect and pay it over, alao that the Government be requested to bring m a Bill to this effect. Sir J. YOGEL said the Government could not support such a proposal.' Mr WALKER said this resolution wag the outcome of a difficulty m which the North Canterbury Board found themselves. Sir G. GREY said the resolution travelled somewhat m a right direction, and | he would, as far as he could,' suppoit it. I Sir R. STOUT said the motion proposed practically, that local bodies shmil I have the expenditure: of money' raised by other' persona who were to have no share m the expenditure.
