[to the editor of the express.] Sir,— l am amused by your leader of last evening, m which you make an effort to rub me down on my loan proposal ; but it would bo as well that you should be correct m statements of fact, oven when indulging m a little raillery. For instance, it is not truo that I opposed the addition which Mr Donslin proposed to my borrowing scheme that the borrowed money should be expended m the Wards m proportion to the rates paid by oach. On the contrary, 1 said it was fair to do so, and that I understood that to be the principle on which the Council generally acted m spending money on the streets, although there was no standing regulation to that effect ; and that my idea was that £2,000 of the loan would be spent on the streets m the ordinary way. The addition by Mr Donslin could hardly be said to be hostile to the borrowing ; it was rather a proposal to regulate the spending after the money was borrowed. You are all wrong, too m saying I opposed the filling m of Arthur-street ditch when Mr Douslin had his loan proposal before the Council. What I opposed was his proposal to bury £2,000 uselessly m a drain m Arthurstreet, and 1 distinctly said that my idea was that the Council was going to get rid of the water m the Arthurstreet ditch, and thai it should be filled up. Of course just now lam quite aware that whether I go for a loan or against a loan, I would bo equally wrong with some persons ; but, as you very wisely said a short time ago, " the burgesses have their eyes open, and quite understand all about it."— l am, etc.,
