RUSSIAN CZAEINAS.
Apropos of the prominent part which it is said the new Empress is likely to take m Russian affairs, it seems to be forgotten that this is exactly the rock on which the Russian Empresses have, generally been wrecked. They have always been strong Conservatives or Reactionists, and opposed to reform. The wife of the Emperor Nicholas was almost the sole exception. She studiously avoided any acquaintance with political affairs as long as husband lived. All he did was right m her eyes; and if public calamities occurred, they were anybody's fault but hif. The late Empress Marie was m this way the exact opposite to her predecessor. In her early days she aspired to a recognised influence m state affairs. In 1859 an agent of the French secret police wrote, from St. Petersburg to Napoleon 111. that the Czar was inuntated with letters accusing him of being governed by his wife; and it was commonly said the priest ruled the Empress, and the Empress ruled her husband. At that time he* considered the Czar to*be an "honest husband," though people said if the Empress were well advised, she would dismiss the youthful Princess Dolgorouki from among her maids of honour.
