ANARCHY IN CABUL,.
THE NATIVES AND THE CENSUS.
SERIOUS DISTURBANCE THREATENED.
[(JNITED PRESS ASSOCIATION.] Bombay, February 11. In Southern Afghanistan affair* remain quiet, it beiog supposed that several fraction* are biding their time till the evacuation of Canoahar is accomplished. [From a recent cable message, however, it appears that the Government have deciied not to evacuate Oandahar for the present.] The Civil and Military Gazette of Lahore continues publishing statements from correspondents at Gabul that the Ameer neglects all administrative works, that street-brawls are common, and extortion and acts of oppression are committed by the Ameer. Manj think his reign will soon cease. Excitement of a threatening nature has been caused by the census operations. It was considered necessary to despatch a squadron of the lb'th Bengal Cavalaryand other native troops to the scsne of the disturbance. Nothing serious has yet transpired, but the aspect remains so threatening that the Government deemed it desirable to forego taking the census on the 17th inst., as intended. The Maharajah of Mysore is to be formally installed and given over the charge of his state on the 17th March by the Governor ofc Madras, who is acting for tbe Vicerory. The latter's health remains good. On Tuesday last he held his first levee at Calcutta, and starts for Simla early m March.
