THE INVADERS’ TERMS. CONDITIONS OF PEACE. (Australian N.Z. Cable Association and Renter.) (Admiralty per Wireless Press.) Received February 20, 11.30 a.m. LONDON, Feb. 24. A Russian message states: Replying to the Russian proposals, of February 19, Germany on the 21st inst. intimated her readiness to conclude peace as follows ; ,

(1) Germany and Russia to declare that the state of war is ended. (2) The regions west of a line indicated at Brest-Litovsk to the Russian Delegation, formerly belonging to Russia, are no longer under Russian territorial protection. In .the region of Dvinsk this line must be advanced to the eastern frontier of Conrland. Germany and Austria-Hungary will define the further fate of these regions in agreement with their populations, (3) . Livonia and Esthonia must be immediately cleared of Russian troops and Red Guards and be occupied by German police till their seenrify is guaranteed by their constitutions. (4) Russia will conclude peace with the Ukraine and evacuate the Ukraine and Finland. (fi) Russia must do her utmost to secure the orderly return of the Eastern Anatolian frontiers to Turkey. (6) The complete demobilisation of the Russian Army. (7) The Russian fleets, including Entente warships, must be kept in Russian harbors till the general peace or till they are disarmed. (H) The Russian-German commercial treaty of 1904 comes into force. The free export of ores must be guaranteed and a new commercial treaty must be negotiated. (0) Legal and political relations must be regulated in accordance with the first German-Rnssian Convention. (10) Russia must promise‘to end the propaganda against the Quadrnplice. (11) Those conditions must be acceptedwithin 4R hours. The Russian plenipotentiaries must sign at BrestLitovsk within three days the peace treaty which must be ratified withifi . a fortnight. ,

Petrograd is shown as belonging to Finland, thus driving Russia back to the Muscovite steppes.” FIGHTING IN FINLAND. RED GUARDS d'rTVEN BACK. Received February 25. 11.5 a.m. STOCKHOLM, Feb. 21. The 'White Guard- drove back the Red Guards at many points and captured Bjornhurge and Tammerfors. They are now advancing towards the important, junction of the HelsingforfeViborg railway. SURRENDER OF DVINSK. TAKEN BY ONLY 100 GERMANS. Received February 25, 8.50 a.m. PETROGRAD. Feb. 24. The Soviet chairman states that Diynsk was taken hv onlv 100 Germans owing to the members of the local committee losing their heads. The committee will he tried by a revolutionary tribunal. .
