CASE OF M. HUMBERT. Received December 11, 8.55 a.m. FARJS, Dec. I<J. The Senate bavins suspended M. Humbert's Parliamentary immunity in connection with the allegation against him of dealing with the enemy, M. Humbert has resigned his directorship of 'Le Journal.,' the entire editorial Atafl" of which has resigned as a protest against M. Humbert's attempt to represent them as supporting him. Paper has been issued showing the correspondence, between Great Hritain and Holland regarding the latter's action in refusing to allow a de-fensivelv-armed merchantmen to enter the harbor. It shows that Britain is holding the Netherlands responsible for the losses of British ships trading to Holland, which have, been obliged to , forego the right of self-defence. Rt. Hon. A. J. Balfour (British Minister for Foreign Affairs) says that Holland's rule is unnecessary and unneutral and has not been adopted by any other neutral with the possible exception of Carranza's Government (Mexico).
