Paper has been issued showing the correspondence, between Great Hritain and Holland regarding the latter's action in refusing to allow a de-fensivelv-armed merchantmen to enter the harbor. It shows that Britain is holding the Netherlands responsible for the losses of British ships trading to Holland, which have, been obliged to , forego the right of self-defence. Rt. Hon. A. J. Balfour (British Minister for Foreign Affairs) says that Holland's rule is unnecessary and unneutral and has not been adopted by any other neutral with the possible exception of Carranza's Government (Mexico).
