Marcel Hutin writes, "Unfortunately the 'whole of the Bukovina is threatened with loss unless a superhuman and speedy effort is made to save Kolomea and Cernovitz. With some thoroughly staunch divisions Russia may save the situation. "The Rumanians have achieved a notable success between Susita and the Putna."
