The Ambassador at Washington has been instructed to protest against the Tariff Bill's proposal to examine the books of German exporting houses in order to guard against under-valuation, and also to protest at the differential treatment of German goods carried on vessels, which it is declared is a violation of the treaties which guaranteed equality of treatment.
