Professor Delbruck contends that the nav.al holiday is impossible. Germany might have been prepared to reduce her building of battleships from three to two annually if England had initiated the reduction of five to three, but England should not be permitted to include the dominions' ships and make a fictitious offer.

A statement of great importance was made by Admiral Tirpitz, the German Naval Minister, in the Reichstag on February 7. He announced that the standard proposed last March by Mr Churchill for the British battle-fleet of 16 British ships to every 10 German ships would be accepted by the German Admiralty.
