The Greeks occupied Ergeri after defeating a Turkish force, who retreated to Tepeleni. POWERS' FRESH PROPOSALS. Received March 18, 10.40 a.m. SOFIA, March 17. Diplomatic circles state that the Powers are preparing fresh proposals. Other quarters represent them as coercive. LATIFI BEY ARRESTED. CONSTANTINOPLE, March 16. Latifi Bey has been arrested. NO CONTRABAND. Received March 18, 10 a.m. CONSTANTINOPLE, March 17. The Henri Fraissinet had no contraband. The French cruiser Leon Gambctta was ordered to the Dardanelles to demand the release of the steamer Henri Fraissinet, which had been detained for alleged contraband. The authorities, however, released the vessel. POWERS' REPLY TO ALLIES. __ Received March 18 4 1.40 p.m. LONDON, March 17. | The Powers' reply to the Allies agrees to mediate. it proposes that the frontier should be from Enos to .V! iclia instead of from Rodosto to Midia, and rejects the idea of an indemnity, declaring that the Aegean Islands and Albania are in the hands of the Powers. PRINCE OF ALBANIA. Received March 18, 1.40 p.m. ROME, March 17. 'La Tribuna' states that the Duke of Montpensier has sailed from Naples with a view to starting a rising in Southern Albania and proclaiming himself Prince. The vessel carries arms and ammunition.
