ROYAL ASSENT AND INSURANCE. PARLIAMENT PROROGUED. BY ELECTRIC TELEGRAPH.—COPYRIGHT. PER UNITED PEBSS ASSOCIATION. LONDON, Dec. 16. The Insurance Bill has received the Royal assent and Parliament has been prorogued by Commission. The Speech from the Throne testified to friendly foreign relations and the happy conclusion of the Morocco agreement. It stated that the Imperial Conference had witnessed to the harmony between the Motherland and the overseas dominions. It was hoped that the Empire Trade Commission would ensure greater prosperity and promote mutual intercourse. DOCTORS AND INSURANCE. LONDON, Dee. 16. A large and representative meeting of doctors at Birmingham resolved to decline to undertake duties under the Insurance Bill. APPOINTMENT OF MAGISTRATES. LONDON, Dec. 16. Hon. N. Primrose (Liberal member for North Cambridgeshire) sharply attacked Lord Loreburn in connection with magistrates. The Prime Minister replied that before the setting up of the Royal Commission there were appointed 2758 Liberals, 864 Conservatives and 1733 whose polities were unknown. Since the Commission men appointed had been nominated by an Advisory Committee. A resolution approving of Lord Loreburn's (Lord Chancellor) action was carried by 131 votes to 39.
