THE OASIS MASSACRE. A GERMAN ACCOUNT. PT ELECTRIC TELEGRAPH.—COI'T RIUHI. PER UNITED PRESS ASSOCIATION. BERLIN, Nov. 3. The 'Frankfurter Zeitung' publishes a Tripoli message, dated Tuesday, describing shooting at the oasis. The message declares that Arabs shot many Italian soldiers, causing a panic among the troops. The officers were helpless and a wild man-hunt began. The troops were then ordered to fire on women and children. Three thousand natives have thus far been executed, or shot »lown. BRITAIN COULD NOT INTERFERF. LONDON, No/. 1. Sir Edward Grey (Foreign Miniver,, replying to questions in the House of Commons nciicming the alleged masjsacre of Arabs in Tripoli, said that Britain could not interfere with Italy's military operations; it would be inconsitent with'neutrality. The allegatiton had been denied by the highest authority. | Sir Edward Grey added that the first intimation the Government received from Italy regarding its intention to seize Tripoli was the notification of September 30 of the declaration of war.
