M. de Selves (Minister for Foreign Affairs) announces that the FrancoGerman Moroccan convention, covers the Congo and the Übangui and Logone basins. Franco cedes 180,000 to 250,000 square kilometres to Germany but retains territory enabling her to ouild railways linking up French Equatorial Africa. Germany has recognised the French Protectorate in Morocco and will not place obstacles in the way of military, judicial and economic reforms. Future disputes, by agreement, will be referred to the Hague Convention. A MINISTER RESIGNS. Received November 4, 10.30 a.m. BERLIN, Nov. 3. Herr von Lindquist has resigned the Colonial Secretaryship as he disapproves of the Moroccan agreement.
