A proclamation has been issued conferring on the population of Tripoli freedom, protection of all civil and religious rights, permitting it to be governed by chiefs under King Emanuel's patronage and not to be subject to military service. 300 CONVICTS ESCAPE. ' Received October 14, 10.50 a.m. TRIPOLI, Oct. 13. During the bombardment 300 convicts, including 50 desperadoes, escaped. EXPELLED! Received October 14, 10.03 a.m. TRIPOLI, Oct. 13. The local members of the Turkish Committee of Union and Progress have been expelled. Italian journalists have been expelled. BOMB-DROPPINC. Received October 14, 10.50 a.m. ROME, Oct. 13. Four aeroplanes with Italian officers as pilots have been sent to Tripoli. The aeroplanes are intended to be used for dropping bombs in the enemy's encampments. CONTRABAND OF WAR. Received October 14, 10.50 a.m. CONSTANTINOPLE, Oct. 13. Cattle, preserved meats and bullion have been declared contraband. FOREICN CREDITORS. Received October 14, 9.35 a.m. ROME, Oct. 13. Replying to Turkish protests against the expulsion from Tripoli of officials who were responsible for the collection of taxes to be applied to the repayment of the Ottoman public debt, Signor Gioletti states that the Government is determined that foreign creditors shall remain unprejudiced by Italy's action. RUSSIA'S PROTEST. Received October 14, 10.50 a.m. ST.
