Lord Gladstone (Governor-General) replying to Rhodesian protests, states that after reviewing the evidence he commuted the death sentence to one of servitude for life because there was a distinct doubt,.and it was impossible to conclude that rape had actually been committed. Lord Gladstone's view is fortified by the judge's opinion that he would have preferred a verdict of assault with intent. Lord Gladstone concluded that the crime was unpremeditated, and that accused had presumably entered in order to get food and drink. THE DEATH OF BERON. LONDON, Jan. 29. DECLARATION OF LONDON. LONDON, Jan. 28. • The 'Daily Mail' publishes what it terms an official defence of the Declaration of London. The paper points cut . that the ships of belligerents have no immunities under the Declaration and that the security of food convoys is dependent on their own navies. Opponents have kept this view in the background, creating the impression that merchantmen, British or neutral, must sail the high seas unprotected and at the mercy of an enemy. The Declaration secures and defines the rights of neutrals and provides a tribunal uncontrolled by belligerents. The question therefore is whether local prise courts are safer than international courts. THE CHURCH AND THE LAW. LONDON, Jan. 28. The Bishop of London denies the justice of Dr. Tristram's position.
