A British Note sent in reply to a Persian' Note points out that the improved conditions in Southern Persia are due to the excessive severity of the winter. Britain intends to await the results of Persian measures before insisting on her demands. Indian officers are unable to regard the surcharge of 10 per cent, on southern import duties, since they mainly fall on British unless Briitsh officers organise the gendarmerie.
