The 'Pall Mall Gazette' publishes a statement to the effect that the late King Leopold of Belgium was so exasperated and alarmed at the humanitarian agitation concerning the Congo that he appealed to Germany for protection and agreed to the invasion of France through Belgium. This plan after the death of King Leopold fell Jinto hands which communicated it to I France. i The correspondent declares that experienced chiefs of the diplomatic servicer, of the Continent believe the rumor to be true.
