TEE CAPITATION (J 11 ANTS. FEB UNITED I'KESS ASSOCIATION. CHRISTCHURCH, March 16. At a meeting of tlio North Canterbury Board of Education a letter was eceived from tho Department stating •.hat a request from the Board to the Minister of Education to convene a conference of education boards at an 3arly date to discuss matters of administration in connection with the primary school system had been laid before tho Minister as desired, but the Minister regretted that owing to the appropriation being already exhausted ho was unable at present to make arrangements to meet tho board's wishes in tho matter. Tho letter was "received." Speaking on the subject of tho withdrawal by the Government of capitation allowances previously granted to ichool committees, Mr G. Jamieson pointed out it would be better to abanlon the free school books system and to cestore capitation. The free book sysem, he contended, had been a failure, ind tho amount expended on that system exceeded by £267 10s 5d the total •apitation payable for incidental expenses. Freo books, ho added, wore not asked for, all that was wanted lions uniformity of school books for chillrcn moving from placo to place.
