REFORM OF THE LORDS. LORD ROSEBERY'S PROPOSALS. Received March X", 8.5 a.m. LONDON, March X 6. The Primate (the Archbishop of Canterbury. the Kev. Randall Thomas Davidson) continued the debate in the Hons,- (it l.<irds on the motion of Lord Kosehory, which he supported, "That the House go into committee on the following resolutions, of which he had previously given notice:—'(l) That a strong and efficient Second Chamber as an integral part of the Constitution is necessary for the well-being of tinState and the balance of Parliament. (2) That sneh Chamber can best be ob ta>ned by the reform and reconstruct., of the House of Lords. (3) That a necessary preliminary to such reconstruction is acceptance of the principle ./"that possession of a peerage no longer of itself gives the right to sit and vote in the House of Lords." He declared that the Government's proposed sweeping departure of immemorial usage was unjust and urged that a common-sense readjustment l>e made. The Marquis of Salisbury (who waf President of the Board of Trail ■ i> 1905) also supported the resolution adding "Thero must •be a process o selection giving some Qersonal guar: n tee of the fitness of a peer for tip legislative function."
