VICTORIA'S EDUCATION BILL. Received Julv 26, 10.55 a.m. MELBOURNE, July 20. Tbo Education Bill has been introduced into the Stato Parliament. It makes an important reform in the primary svstem and provides for the establishment of a Council for Public Education. It. makes attendance compulsory until the age of leaving school at. U years, while strict provision is made against the employment of child labor. Power is given to municipalities to levy rates for higher and technical education. Provision is also made for evening continuation classes for youths between tho ages of 1J and 1"..
