THE BRITISH MAGISTRACY. LONDON, July '-'l. Lord James of Hereford initiated a debate in the House of Lords upon the method of appointing magistrates. Lord Loreburn (Lord High Chancellor) stated that six thousand appointments had been made in throe years, tweuty thousand applications being refused. Sectarian and political jealousy made the choice difficult. King Edward was appointing a Royal Commission to consider the remedy.
