This has caused groat umbrage in Vienna, the policy there aimiiiß at the restriction of the conference ro re;:htration of accomplished fact.-. Russia, with tin- support of (ire;.; Britain and Frame, is seeking to loinilliale an agenda acceptable to Austria and Servia with a view to ciiilin» the crisis, which continues to be critical.
