Friondly criticism of tho Indian Council's Bill and tho second reading debate was indulged in. 1 liey strongly deprecated the appointment ol natives on the Viceroy's Council. The Kill concedes Mahonmiedans separate electorates and in the Legislative Council the number of seats is in excess of their numerical strength.
