Dr Jameson has been elected President of the South African League. Washington reports that Castro insists that the raising of the blockade must precede the preparation of a protocol. Italy and the United States oonour in tbis view, believing that the blockade is impossible and that Venezuela will pay within a reasonable time. Dr Jameson, Commissioner of Lands, has accepted an appointment as Minister of Lands in South Africa, with a seat in the Upper House, at a salary of £2600 a year, with £SOO of an allowance. Baron Holleben, German Ambassador, who has been recalled from Washington, started from New York for Germany without oalling on President Roosevelt or allowing flag-salut-ing formalities aboard the steamer whereon he embarked.
Negroes in the South of the United States are afraid to accept appointments, and several have resigned their positions. The entire South is in a white heat over President Roosevelt's action, and there is some danger of the outbreak of anti-negro riots if he persists in his present course.
Some mystery attaches to the disappearance of four Russian destroyers recently at Suda Bay, in the Levant. The impression is that two have secretly passed the Dardanelles and that tbe others will follow. The first of the 'Frisco wheat fleet has arrived at Sydney, bringing 38,000 sacks. President Roosevelt has appointed a colored lawyer as Assistant States-Attorney at Boston.
Pierpont Morgan k forming a trust of the British, German, French, and Italian liners from Europe to South America. Antwerp will be the headquarters of the combined lines.
Apart from war charges, Britain's expenditure on the Navy has increased by seventeen millions, and the Army by twelve millions, during the decade. The snow is several inches deep at Sheerness and elsewhere in England. Racing at Birmingham had to be stopped owing to tbe weather.
