EULOGIUM BY GENERAL WHITE.

London, March 29. General Joubert died unexpectedly of an internal complaint on Tuesday night. The Transvaal Government announces that President Kruger will personally take supreme command of the republican forces. A few hours prior to Joubert's death, General White, while receiving an address of welcome at Capetown, incidentally paid a warm tribute to the Boer commander, whom he spoke of as a soldier and and a gentleman — a brave and honorable opponont.
