Prcoeedings to-day were of a very tame and uninteresting nature, most of the afternoon being devoted to questions of purely local interest, anrl another argument in favor of some better system of local self-govern-ment. It is degrading to the dignity of a Parliament tp qccupy so much time in transacting parish business.

The Dist-ricjt Railway Act Amendment Bill was circulated tlrff eyeing. By its provisions the Waimea Plains $a*ilw#y 'jCntnppy (Limited) and the Rakaia and Ashburton Forks Railway Company (Limited) are empowered on direction of the Ministry to make, levy, and collect a rate for the year ending the 31st March, }B.B£, and to receive the proportion of guaranteed intere^ fpr the same year payable by the Oovejrnracu-t.
