PLOT TO MURDER THE REGENTS. MONTENEGRO MOBILISING. RUSSIAN TROOPS MASSING. THE TURKISH ENVOY RECALLED. London, Dec, 29. A conspiracy to murder the Bulgarian Regents has be-m detocte 1. Montenegro is mobilising 35,000 men. Fifty thousand Russian troops have been massed at Kishinev Eeni, and two other divisions have been ordered to proceed to Bessarabia, whilst there are 300,000 men stationed at KieffReuter’s Telegrams. Received Jan. 211 a m. Constantinople, Dec. 30. Goodban Effenli, the Turkish Envoy in Bulgaria, has beeu recalled.
