THE BULGARIANS AND THE CZAK. M. FREYCINET’S SPEECH. (Reuter’s Telegrams.) Received Oct. 1, at i a.m. Sofia, Sept. 29. General Kaulbras, the Russian diplomatic agent, has urged the people of Bulgaria to put confidence in the Czar and has denounced the Regency. Paris, Sept. 30. That portion of M. Freycinet’s speech in which he states that the French Government have determined to retain those colonies which they already possess is generally construed to refer to Madagascar, not the New Hebrides.
