EARTHQUAKES IN AMERICA

Latest accounts regarding the earthquakes at Charleston state that fully three-fourths of the town have been destroyed, the population being driven outdoors. Many have suffered great privations. The shocks continue to be felt all along the seaboard. IRISH AFFAIRS. DEBATE IN THE HOUSE OF COMMONS. London, Sept. 2. The debate on the Address-in-Reply continues in the Hous; of Commons. Mr Sexton, MP. f>r Belfast, to-day proposed an amendment requiring that exceptional measures should he taken by che Government for the maintenance of order in that cty. Sir Michael Hicks-Beach, Chief Secretary for Ireland, speaking to the motion said lie could make no statement as to the course that would be pursued in regard to Ireland until the Government received a report from the commission under Sir RedversBuller as to the actual state of affairs in that country. TULGARtAN AFFAIRS. ARREST OF PRINCE ZANKOFF. Constantinople, Sept. 2. Intelligence is to hand from Sofia that Karaveloff the new Bulgarian Premier has obtained evidence of comp'icity in the arrest and deposition of Prince Alexander, on the part of Piince Zankoff, who lias therefore lec*n arrested and imprisoned. Prince Alexander has arrived at Philipopolis fromTirnova, A CORRECTION. THE BULGARIAN PREMIER ARRESTED. A MAGNANIMOUS ACT. Received Sept. 3, 2.45 p.m. Constantinople, Sept. 2. For last telegram read :—lntelligence is to hand from Sophia that Kanaveloff, the new Bulgarian Premier, having been found guilty of complicity with Zankoff in the arrest and deposition of Prince Alexander, has been imprisoned. Prince Alexander lias arrived at Philipopolis from Tirnova, and, on hearing of the arrest of Kanaveloff, immediately ordered his release, as well as that of Zankoff, who was previously in custody. COMMUNICATIONS BETWEEN ALEXANDER AND THE CZAR. AN OMINOUS MESSAGE. Received Sep*/. 3, 9 p.m. St Petersburg, Sept. 2. Prince Alexander of Bulgaria has forwarded a communication to His Majesty the Czar assuring him of his gratitude and devotion, and expressing his readiness to resign if such a step is considered necessary His Majesty in reply has informed Prince Alexander that he does not approve his action in returning to Bulgaria, foreseeing that a complete rupture in the Balkan Peninsula is likely to result therefrom. The Czar added that Russia declined to interfere while Prince Alexander remained in Bulgaria. In conclusion His Majesty announces that in dealing with the question he will judge what his father’s memory, Russian interests, and the peace of Eastern Europe require.
