Mr Daniels quotes Admiral Fisher as saying it Would be criminal folly for Britain to use another pound of coal aboard fighting ships. He adds that other nations are conserving their own oil and exhausting American supplies. America had been prodigal, and should now awaken to the vital necessities of the situation.
