It is reported that America is claiming a voice in the settlement of the mandates, and lias sent, diplomatic Notes to the British and French Governments. assorting that the final sanction to the mandates is not tho prerogative of the League of Nations, but of the Allied and associated Powers. Tho nature of the British reply lias not been disclosed, but it is inevitable thali America's attention will be directed to the fact that she cannot claim to exert any right under the Versailles Treaty while she has not ratified the Treaty.
