It is reported that Britain has approached the United States concerning measures for the relief of the Russian civilian refugees from the- Crimea, numbering about, 30,000, in Constantinople and neighbouring districts, which are unable to accommodate the great migration. It is believed that Britain proposed that the refugees should be taken to the north coast of Africa, where permanent colonios may be established on a self-sustaining basis.
