SOVIET DICTATION RESENTED. By Telegraph—Press Association—Copyright. Australian and N.Z. Cable Assooiatiutf. LONDON, November 28. The-International Trade Union Congress adopted Mr J. H. Thomas's addition to the resolution concerning Moscow's attempt at dictation, declaring that the olaims of the Soviet lenders to govern the country and direct the workers' international movement, were irreconcilable and inadmissable. (The International federation of Trades Union Congress is meeting in London, sixteen countries being represented. Mr J. H. Thomas, MP., was elected president. A resolution was carried denouncing attacks upon tho International Federation of Trade Unions by the Moscow Trade Unions Internationale. \
