BOROUGH COUNCILS.
RICCARTON. The Riccarton Borough Council met laynight; present—The Mayor (Mr A. D. Ford) and Councillors F. Goorgo, A. E. St-eere, C. W. Barrell, H. W. Wise, J. Munniugs, W. C. W. Charters, T. J. Stokes and G. A: Rankin.
The mayor eaid that a committee representing suburban local bodies had waited on the Fire Board in regard to protection from, fire in suburban areas. The committee would report to the bodies intereoted, and he hopeit that the report would be available for ntet meeting of the council.The Hon C. J. Parr, Minister for Education, wrote stating that the council’s representations in regard to locating a School of Forestry in Canterbury would be carefully considered when the subject of establishing tho school was dealt with. The Prime Minister wrote to the same effect, and Mr P. R. Climie, organiser of the Canterbury Progress League, wrote thanking the council for its action. The letters were received.
Mr F. Hooper, officer in charge of the Labour Department, wrote stating that .the Housing Board accepted no responsibility in regard to the drainage of the Walker Settlement workers' dwellings, and that the question must be settled between tho occupiers of the dwellings and the council. Tho letter was referred to the By-laws Committee for a report. • . ;> A letter from Mr H. Worrall, secretary of tho Canterbury General Labourers’. Union, stating that the union had applied to the A rh-'tration Court for an additional Wr.is of 2Jd per hour was referred to tho Works Committee for a report. Dr 0. E. I~ 'reus, for the (District Health Officer, reported on the drain at Addington workshops, which had been inspected bv Messrs Kershaw and Tomlinson, departmental inspectors, and suggested improvements.
Councillor Stokes said that the oost shou’d not be considered when the health of large number of workers was concerned, and on his motion the By-laws Committee rw instructed to report on the possibility of tha dra’n being piped and covered 'in. A-letter from the Gisborne Borough Council asking the council to approve of a suggestion that local bodies should raise money bv a svstem of premium bonds in connection with their loans, as a means of overcoming the difficulty of obtaining money, and as r, means of offering an attractive inve»tment to the publio, was referred to the Finance Committee, several councillors objecting .to the proposal on the ground that it wae of tho nature of a lottery. 1; The Finance .and By-law# Committee* recommended that the Dunedin City Council should he written to suggesting that proposals in regard to local bodies finance should' be gone into at the next Municipal Conference. The report was adopted.
