COUNTY COUNCILS.

KOWAI. The Kowai County Council held its regular meeting in the oluce, Bulcairn; presentCouncillors Hale (chairman), Ai'Lean, Ketallick, Wyllie and Heudoison. The finance report showed monthly receipts £l2l lis 6d, pay alieot J 5561 18s Id, credit at bank £BB7 Is lid. Ihe surveyor reported that Manuka Gully bridge had boon ro-dccjted, and the old timber sold; that various roads had been patched" during the month; that the Mam North Road, Hadier's Bond and Marshman's Road required similar attention; and that the timber for M'Lean's bridge was now on the site. It also referred to the completion of repairs to the road engine, to an accident that hod happened at Death's Corner, and to the promise of the Public Works Department that when once the Power Board was lormed work would be commenced in installing electric power throughout the county. In reply to correspondence, the council decided that it could not legally subsidise the proposed Sefton fallen soldiers memorial; that the early formation of the Electric Power Board should be urgod; that ths whole council attend the local bodies' conference at Kaiapoi on June 22 to inspect the Waimakariri harbour site; and that the H&wera Borough Council's resolution regarding footwear be endorsed. It was resolved to° allow Mr J. D. M'Kellar to out willows along the north bank of the Lower Kowai, subject to certain conditions; to pull out willows growing on the Main Eoad opposite Sutherland's; to accept the tender of Mr Forbes, builder. Cust, for the erection of a t'eamster's cottage at Balcnirn; to review the systea under which the cleaning of jTewcomb's drain is maintained; and to notify certain owners to, clear gorse from their road frontages. In accordance with notice of motion at the previous meeting, the general rate for the current year was fixed at ?d in fhe pound on all ratable property within the county. Mr J. E. Watson, Broomfield, was appointed the council'B representative on the Assessment Court. MALVERN. At the monthly meeting of the Malvern County Council there were present Messrs Knight (chairman), Reid, Cullen, M'Millan and Judd. Tenders for delivering metal on the South Malvern Hills Road, part of the Telegraph Road, and part Railway Terrace north, were accepted. The notice of motion given at last meeting to strike a rate of five-sixteenths of a' penny in the Courtenay and Sheffield ridings and one halfpenny in the Homcbush riding was confirmed. Correspondence was read from the Bay of Islands County Council urging the amendment of the Rating Act to give local bodies power to rate Maori lands. This was endorsed. From the Stratford Borough Council asking for support in an endeavour to make the Saturday half-holiday uniform throughout the Dominion. Received. From the New Zealand Farmers' Union advocating training soldiers on farms under the subsidised wages scheme. From the Hospital Board onclofing the annual statement and amount of levy for the current year. From the Canterbury Progress League giving dates of the annual meeting and a conference on the question of the tunnel road and the canal scheme. The chairman and Councillor Judd were appointed to remesentthe council at both meetings. From the Waddington School Committee applying tor Go blow notices to bo erected in the vicinity of their school on account of the high speed maintained bv through motorists This was sympathetically considered. From the combined sports clubs of Darfield with a proposition to ereot a pavilion m the Darfield Domain, together with plans and a request for a conference to go into details for the furthering and management of the same The Domain Committee. Messrs knight and Reid agreed to meet .the clubs' delegates at an earlv date. As four occupiers had taken no stops to clear gorso after due notice had been given, it was resolved to take action against them. Mr Cullen gave notice ol motion for next meeting to consider the advisability of placing teams m various parts of the county. The Valuation Department asked for the name of a person who would act on behalf of the council as a member of tho Assessment Court to sit at Darfield on June 10. It was resolved to ask Mr D. Mulholland to accept tho position.
