Kutohik Khan has proclaimed himself Prime Minister and War Minister of tho Persian Soviet Government. Ho is quartered at Resht. (A recent cable message stated that " Tho 'Times," in upon affairs in Persia, said that Kutehik Khan, a notorious freebooter, and leader of tho Persian revolutionaries, had become head of a provisional Government formed at Resht, md would probably encourago a Red advance on Teheran.)
